State government proposes Legislative Council changes

THE state government has proposed changes to Legislative Council voting which could push out independents and minor parties.

To be elected to the Legislative Council, candidates must gain a quota of the formal vote with any surplus transferred to their preferred candidates.

However, under the new proposal votes cast above the line would only go that candidate or party with voting below the line  unchanged.
