With no particular officer of council mentioned in this suggested outcome I can only assume it comes from the CEO Peter Harder.
As a person who has had a bit to do with council over the years (like about 20 years as an elected member) and as a businessman who had to make money to survive I would like to offer the following suggestions.
Mr Harder, you are wrong in the way you have spelt out the actions you would need to take to comply with a rate cap as you have started at the wrong end of your list.
Any reasonably savvy businessperson will tell you if you have a revenue problem then you need to reassess your staffing requirements and a restructure can provide savings in this area.
It has been my experience in the public service and councils that give someone a management position and watch the empire grow. Mr Harder, if the cap comes in, restructure your operation to suit.
